MWELO: Model Water Efficient Landscape Ordinance


The mWELO (Model Water Efficient Landscape Ordinance) permitting process is a system for approving new water efficiency technologies in the state of California. The goal of the mWELO program is to encourage the development and use of water-saving technologies in the state, and to streamline the approval process for these technologies.

The process for obtaining an mWELO permit is as follows:

  1. Pre-Application: The first step in the mWELO process is to submit a pre-application to the California Department of Water Resources (DWR).   3. Approval: If the technology is approved by the DWR, the applicant will receive an mWELO permit. This permit will include any conditions or requirements that must be met in order to use the technology.
  4. Implementation: Once the permit has been issued, the applicant can begin using the technology in their water-saving efforts. The DWR may also require periodic reporting to ensure that the technology is being used as intended and that it is achieving the expected water savings.
